Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED)

The Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program provides undergraduate and graduate students, from member states of the Association of Southeast Asian Nations (ASEAN), with scholarship opportunities for short-term research or course-oriented exchanges.

The SEED program aims to reduce poverty in the developing countries of ASEAN and to achieve the 2030 Agenda for Sustainable Development. Students’ applications must therefore be directly aligned with the 2030 Agenda for Sustainable Development.

1- Verify my eligibility

For a course-oriented exchange

  • You must be enrolled full-time at a post-secondary partner institution from an eligible country and paying any tuition fees regulated by that institution at the time of application and for the full duration of the exchange.
  • You must be a citizen of an ASEAN member state.
  • Please see the SEED website for more details regarding the eligibility requirements.
  • You must also meet the requirements of the UdeM Student Exchange Program.

    • Please note that you must be proficient in French since most programs of study require a minimum B2 Level French proficiency.


For a research-oriented exchange

  • You must be enrolled full-time at a post-secondary institution in an eligible country and paying any tuition fees regulated by that institution at the time of application and for the full duration of the exchange.
  • You must be a citizen of an ASEAN member state.
  • Please see the SEED website for more details regarding the eligibility requirements.
  • An existing partnership agreement between UdeM the student’s home university is mandatory.
  • A professor must have accepted to supervise the student’s research exchange at UdeM. You must therefore meet the requirements of the research stay through the exchange program.

2- Take note of important dates

  • Students applying for a course-oriented exchange must arrive for the beginning of each term according to UdeM’s academic calendar.
  • Research students may begin their exchange as soon as August 1, 2024 but no later than February 1, 2025.
  • UdeM establishes its own internal deadline for receiving applications which is 2 weeks prior to the official SEED deadline: March 7th, 2024.

3- Submit your application according to the deadlines

General information

Please note that only Canadian institutions can submit applications to Global Affairs Canada. Therefore, students must first apply with UdeM. UdeM will then apply for the scholarship on the student’s behalf.

ATTENTION: It is the student’s responsibility to make sure that all supporting documents meet the requirements of the scholarship program. Documents that do not meet every requirement will lead to the automatic rejection of the application by the scholarship program as students will not be given the opportunity to resubmit their documents.

Since both course-oriented and research-oriented students are admitted to the exchange program, they are required to submit two sets of applications:

  1. An application for the SEED program
  2. An application for the exchange program

I wish to apply for a course-oriented exchange

  1. You must first be nominated by your home institution and obtain this nomination letter which you must upload via the scholarship application form.
  2. Submit this scholarship application form.
  3. Upload the supporting documents and the nomination letter via this platform. Please read the SEED requirements for each document very carefully as documents that are non-compliant with the SEED guidelines may lead to the rejection of the application. 

Deadline to receive the scholarship application form, the supporting documents and the nomination letter: March 7, 2024.

Once we receive your scholarship application, we will contact you regarding your application for the exchange program. You will be asked to complete the following before March 20 2024:

  1. Submit the online application to the exchange program. The link toward the online application form will be sent to you by email once we receive your scholarship application form and the required documents.
  2. A few days following the submission of the online application, you will receive the logins to access the Student Centre (UdeM student portal).
  3. Upload the application documents required for the exchange program onto the Student Centre.

Failure to meet these deadlines will result in the rejection of the application.

I wish to apply for a research-oriented exchange

Before beginning your application, you must find a professor who accepts to supervise your research exchange at UdeM. You may consult UdeM’s professor directory for help finding a research supervisor. Please see here for further information regarding a research exchange at UdeM. 

Application for the SEED program:

  1. Submit this scholarship application form.
  2. Upload the required supporting documents via the application this platform. Please read the SEED requirements for each document very carefully as documents that are non-compliant with the SEED guidelines can lead to the rejection of the application.

Deadline to receive the scholarship application form and the supporting documents: March 7, 2024.

Once we receive your scholarship application, we will contact you regarding your application for a research stay through the exchange program

Failure to meet these deadlines may result in the rejection of the application.

4- I have submitted my application, what happens now?

  1. The International Affairs Office will conduct a preliminary screening of the applications before submitting before submitting onto Global Affairs Canada’s online portal.
  2. While Global Affairs Canada examines the scholarship applications, UdeM will be evaluating students’ applications for the exchange program. Please note that admission to the exchange program does not guarantee selection for the scholarship.
  3. The official selection results are generally announced in June (subject to change).
  4. The International Affairs Office will be informing students of the selection results once they are available.

    1. Students who are selected for the scholarship will receive a confirmation letter by email.
    2. Students who are denied the scholarship may choose to carry out their exchange regardless, should they wish.

5- I have been selected for the scholarship, what are my next steps?

  • Official acceptance documents: Students who are accepted to the UdeM Student Exchange Program will receive their acceptance documents which are to be used for immigration purposes. These documents will be available on the Student Centre.

    • As there are many offices and departments involved in the application process, please let us know as soon as possible if you decide to withdraw your application.

  • Medical Insurance: All exchange students are automatically covered by the mandatory medical insurance offered by UdeM (approximately 81$ /month). Please note that this cost may be revised.
  • Scholarship allocation: The scholarship will be allocated to students in several installments. The scholarship funds will be allocated to students after their arrival on campus and once we have verified certain documents regarding their travel and stay.

    • It is important to plan a budget taking into account expenses related to immigration procedures, travel, housing, etc. More information in this regard will be explained to the scholarship recipients.

  • Students will be receiving a welcome email with more information regarding their exchange (enrolment, preparation of stay, immigration formalities, etc.).
