Insurance for international students

Health insurance

It is mandatory to have health insurance if you are studying in Québec. Most students attending Université de Montréal are enrolled in the Régime d’assurance maladie du Québec or the Desjardins group insurance plan.

If you live in another Canadian province or territory

If your residence is in another Canadian province or territory, you will continue to be insured by that province or territory, under certain conditions. Contact the organization in charge of the health insurance plan in your home province or territory to inform them of your temporary stay in Québec and to find out what steps to take based on your situation.

If you are an international student

If you are an international student and you are covered by Québec health insurance (RAMQ): please note that dental care, vision care and medication are not covered (with the exception of citizens of France and Belgium, who can be reimbursed for prescription medication based on the rates in RAMQ’s Public Prescription Drug Insurance Plan). If you also want to have the complementary health insurance offered by FAECUM, fill out the form in the eligibility section of the ASEQ website.

If you are an international student and you are not covered by RAMQ, you will be enrolled the Université de Montréal group insurance plan, which covers medical expenses, hospital fees and prescription drugs. The coverage amounts are listed in the plan brochure. This  insurance plan also covers repatriation in the event of death or disability; however, it does not cover dental care.

Your certificate number will be sent to you by email in the first three weeks of the semester. You can use this number to register on the secure Desjardins Insurance member site so that you can access your online insurance card. You can also register to the site by downloading the Omni mobile app from the App Store or Google Play.

Dental insurance

In Québec, dental care (including dental emergencies) are not covered by any of the basic health insurance plans. Also note that general practitioners do not provide medical care. 

However, all registered students at UdeM are provided with complementary dental insurance (provided in partnership with the Fédération des associations étudiantes du campus de l’UdeM, or FAÉCUM). This insurance is voluntary and students can opt out. 

The premium for this complementary dental insurance is approximately $195 per year, which is added to your tuition fees. As enrollment in this plan is optional, there is a withdrawal period at the beginning of each academic year. 

This dental insurance is not available to exchange students.


Cancellation of medical insurance 

If your academic registration is cancelled by the Registrar’s Office because your student file is incomplete, your health insurance coverage will be cancelled as of the first day of the month in which you are deregistered. You will still be charged your premiums for the previous months. Subscribing to private health insurance, in Québec or outside it, does not automatically remove you from the Université de Montréal group health insurance plan, unless your case fits one of the categories in the “Situations justifying exemption from health insurance premiums and special situations” section below.

 

 

Situations justifying exemption and special situations

If any of the situations listed below apply to you, you can apply for exemption from the UdeM insurance plan by submitting the required justification. This must be done by: 

  • December 1 for the fall semester 

  • April 1 for the winter semester

  • July 1 for the summer semester 

If you do not apply for exemption by these dates, health insurance fees will continue to appear in your tuition account.

Reciprocal social security agreements

Under intergovernmental agreements, natives of the following countries who were covered by their country’s social security plan before arriving in Québec and who are pursuing full-time studies in Québec can receive free coverage from the Régie de l’assurance maladie du Québec (RAMQ): 

  • Belgium

  • Denmark

  • Finland

  • France

  • Greece  

  • Luxembourg

  • Norway

  • Portugal

  • Romania

  • Serbia

  • Sweden


If this applies to you, you must register with RAMQ when you arrive in Québec. If you want to withdraw from this plan, you will need to upload your “Confirmation de votre droit au régime d’assurance maladie du Québec” letter or your RAMQ card to your Centre étudiant.

Fellows with group medical insurance

If you take out group medical insurance from a third-party organization, you must submit proof of this insurance enrollment to UdeM’s immigration team within the prescribed time. 

The proof must clearly state that your basic medical care is covered at 100% (hospitalization costs, medical treatment, medical consultations) and list the maximum amounts reimbursable.

Students accompanied by their family

There is no family plan offered under the group insurance plan for international students at Université de Montréal. If you are coming to Quebec with members of your immediate family and have concerns about their coverage, please contact the immigration team to discuss your options.

If you are studying at the Université de Montréal but live abroad

If you are registered for a semester of writing or revision and you are preparing to leave Canada and want to obtain an exemption from medical insurance: you must fill out the out-of-country declaration form for the relevant semester and upload it to your Student Centre (Centre étudiant) in the “Preuve de déplacement” task, which will be created for you after you talk to our immigration team.

You must also notify the immigration team for each additional semester you’re spending outside Canada. You will then need to upload the out-of-country declaration in the "Preuve de déplacement" task, which will be added to your Student Centre (Centre étudiant). 

If you live outside Canada and are taking courses entirely online at Université de Montréal, you can obtain an exemption from medical coverage by completing the out-of-country declaration to confirm your absence from Canada for the semester. You will then need to upload this completed declaration to your Student Centre (Centre étudiant) in the “Preuve de déplacement” task, which will be created for you when you talk to our immigration team.
